ELECTIONS

§ 36-1. Appointment of election officials. [Amended 4-19-2004 by Ord. No. 315]
Pursuant to the Wisconsin Statutes, there is hereby established one set of election inspectors to conduct all elections of the City which shall consist of at least five and not any less than three election inspectors. However, the City/Deputy Clerk shall have the power to increase the number of election inspectors or select two or more sets of election inspectors to work at different times on election day and permit the Clerk/Deputy Clerk to establish different working hours for different election inspectors assigned to the same polling place. The Clerk/Deputy Clerk shall determine in advance of each election whether the number of election inspectors for such election should be increased or provide for the selection of two sets of election inspectors. The City/Deputy Clerk may serve as a tabulator.
§ 36-2. Elections.
A. Annual City election. The annual City election shall be held on the first Tuesday in April.
B. Polling hours. The polls for all elections shall open at 8:00 a.m. and close at 8:00 p.m. The rules for provision of voting booths, ballots and election officials and all of the rules for conduct of elections in Chs. 5 to 12, Wis. Stats., shall apply to elections in the City of Bayfield.
C. Polling places. The designated polling place for all wards of the City of Bayfield shall be at the Bayfield City Hall.
§ 36-3. Nonpartisan primary for City offices.
Whenever three or more candidates file nomination papers, candidates for elective City offices may be nominated by a nonpartisan primary conducted pursuant to § 8.05(4), Wis. Stats. Such candidate shall file with his/her nomination papers a declaration that he/she will qualify for the office to which he/she may be elected.
§ 36-4. Wards; Aldermanic Districts; Alderpersons.
A. Wards. The City of Bayfield shall be divided into four wards, numbered first through fourth, as follows:
(1) First Ward. All that part of the City of Bayfield lying east of the following boundary line: commencing at the intersection of Front Street and the northerly boundary of the City; then south on Front Street to its intersection with Rice Avenue; then west on Rice Avenue to its intersection with Second Street; then south on Second Street to its intersection with Washington Avenue; then west on Washington Avenue to its intersection with Fifth Street; then south on Fifth Street to its intersection with Manypenny Avenue; then east on Manypenny Avenue to its intersection with Third Street; then south on Third Street to its intersection with Wilson Avenue; then east on Wilson Avenue to its intersection with the ordinary high-water mark of Lake Superior.
(2) Second Ward. All that part of the City of Bayfield lying north of the following boundary line: commencing at the intersection of the northerly boundary of the City and Front Street; thence south on Front Street to its intersection at Front Street and Rice Avenue; thence west on Rice Avenue to its intersection with Second Street; then south on Second Street to its intersection with Washington Avenue; then west and then northwest on Washington Avenue to its intersection with the westerly boundary of the City.
(3) Third Ward. All that part of the City of Bayfield lying west of the following boundary line: commencing at the intersection of the westerly boundary of the City with Washington Avenue; then southeast and east on Washington Avenue to its intersection with Eighth Street; then south on Eighth Street to its intersection with Rittenhouse Avenue; then west on Rittenhouse Avenue to its intersection with Ninth Street; then south on Ninth Street to its intersection with Manypenny Avenue; then east on Manypenny Avenue to its intersection with Seventh Street; then south on Seventh Street to its intersection with Old Military Road; then west on Old Military Road to the point where it diverges with State Highway 13 to its intersection with the southerly boundary of the City.
(4) Fourth Ward. All that part of the City of Bayfield lying within the following boundaries: commencing with the intersection of Wilson Avenue and the ordinary high-water mark of Lake Superior; then west on Wilson Avenue to its intersection with Third Street; then north on Third Street to its intersection with Manypenny Avenue; then west on Manypenny Avenue to its intersection with Fifth Street; then north on Fifth Street to its intersection with Washington Avenue; then west on Washington Avenue to its intersection with Eighth Street; then south on Eighth Street to its intersection with Rittenhouse Avenue; then west on Rittenhouse Avenue to its intersection with Ninth Street; then south on Ninth Street to its intersection with Manypenny Avenue; then east on Manypenny Avenue to its intersection with Seventh Street; then South on Seventh Street to its intersection with Old Military Road — State Highway 13 to its intersection with the southerly boundary of the City.
(5) Polling place. The polling place for each ward shall be at the Bayfield City Hall located at 125 South First Street.
B. Aldermanic Districts. The City of Bayfield shall be divided into four Aldermanic Districts, numbered first through fourth, as follows:
(1) First Aldermanic District. The First Aldermanic District shall consist of the First Ward.
(2) Second Aldermanic District. The Second Aldermanic District shall consist of the Second Ward.
(3) Third Aldermanic District. The Third Aldermanic District shall consist of the Third Ward.
(4) Fourth Aldermanic District. The Fourth Aldermanic District shall consist of the Fourth Ward.
C. Election of Alderpersons. There shall be one Alderperson from each Aldermanic District, elected by the electors thereof. Alderpersons from Aldermanic Districts 1 and 3 shall be elected for two-year terms in odd-numbered years; Alderpersons from Aldermanic Districts 2 and 4 shall be elected for two-year terms in even-numbered years.
