PARKS ORDINANCE

Mayor Says New Policy Prioritizes Human, Environmental Health
(Bayfield, WI)—City-owned parks and outdoors spaces in Bayfield are now commercial tobacco-free as of March 15, 2023. This includes all playgrounds, beaches, trails and boat launches. The idea for the new policy arose when a group of local volunteers began raising money to renovate several aging Bayfield playgrounds in 2021.

“Protecting those renewed outdoor spaces from litter and unclean air seemed to go hand-in hand,” said Bayfield Mayor Gordon T. Ringberg. The policy proposal was first considered by the city’s park and recreation department and planning and zoning team with input from members of the Northwest Wisconsin Lung Health Alliance (NWLHA).  The Bayfield city council approved the new ordinance at its March 15 meeting. 
Bayfield joins the cities of Ashland and Superior who also have commercial tobacco-free parks ordinances. Ashland passed its ordinance in 2013 and recently revised its language to be more comprehensive. It now similar to Bayfield’s ordinance, which prohibits the use of combustible cigarettes, vaping, and smokeless tobacco on any city park property. It makes exceptions for the use of traditional or ceremonial tobacco by indigenous people.  The city will install signage at each park this spring with financial support from NWLHA.

“Commercial tobacco and secondhand smoke don’t belong in park areas and other outdoor spaces where people go to be physically active and enjoy nature” said Sara Hudson, the director of parks and recreation for the city of Ashland and a member of the NWLHA. “We want to model for young people that using tobacco and nicotine is not part of a healthy lifestyle. It’s all part of changing community norms around commercial tobacco use.” 

The environment, specifically Bayfield’s prized waterways and beaches, will also benefit from the new ordinance. According to the Alliance for the Great Lakes, of the top 10 litter items found in the Great Lakes, number two is cigarette filters. “The people of Bayfield have a very special connection to Lake Superior and all of our green spaces,” said Mayor Ringberg. “This policy prioritizes the health of our people and our environment. It speaks to who we are and what we stand for.”

Salary: $15.00/hr.

The City of Bayfield, Bayfield County, Board of Review will meet on Wednesday, May 17, 2023, at 5:30 p.m. at the Bayfield City Hall for the purpose of calling the Board of Review into session during the thirty-day period beginning on the 2nd Monday of May pursuant to Sec. 70.47(1) of Wis. Statutes.
 
Due to the fact the assessment roll is not complete at this time, it is anticipated that the Board of Review will be adjourned until the 13th day of September 2023.
